The Bridgeport United Church of Christ in northeast Portland is creating a 10-unit village in its parking lot to serve the city’s homeless. Although the city passed a law in April relaxing zoning restrictions to allow construction of more housing the homeless, an Oregon House Bill overrides that measure and allows circumvention of land-use regulations for the siting of emergency shelters. The village of micro-units on Northeast 76th Avenue is being constructed with help from the nonprofit Beavon PDX.
