Last week, 25-year-old Keaton Otis was fatally shot by Portland Police last week. Investigators said he fired shots at police and hospitalized one officer. The Portland Albina Ministerial Alliance is asking for answers and reform. This comes within days of Portland firing and hiring a new police chief. KGW reports below:
