Bill opens up churches to preschool protections

Oregon Senate Bill (SB1099) allows counties and cities to establish preschool, pre-kindergarten, and kindergarten programs on the properties of places of worship. This bill allows religious organizations to include these lower levels grades into their existing system and retain the protections they have under current State law. As a state that is witnessing a decline in births, the call to remove barriers to education become more pressing. The bill has had a public hearing already.

The bill allows preschools and prekindergarten programs to conduct schooling activities in churches and other places of worship while allowing counties and cities to retain their existing governmental authority to enact rules on the structure of the building in use.

The Senate bill’s (SB1099) summary reads, “Requires cities and counties to allow lands where worship is allowed to be used for preschool.”
